AECOM Navy Submarine Financial Analyst in Washington, District Of Columbia

Job Summary

AECOM is seeking a

mid-level Financial Analyst with demonstrated skills in Budget and Financial Analysis for a Navy Submarine program office. The position will be located at the Washington Navy Yard.

Essential Responsibilities:

  1. Budget formulation and execution by developing Program Objective Memorandum (POM) issues papers and consolidating inputs for leadership review and preparing and submitting budgets for the Navy, OSD and President’s budget submissions.

  2. Annual task planning, including preparation of Individual Task Management Plans and Individual Task Planning Sheets as related to government and contractor activities, and development of the fiscal year spend plan. Support requires utilization of Navy financial tracking systems, including the Navy Enterprise Resource Planning (ERP) web-hosted tool and maintenance of program-unique financial databases and documents where a good level of skill with Microsoft Excel would be needed.

  3. Assist in the preparation, review, analysis and maintenance of financial documents for RDT&E,N, OPN, and O&MN appropriations such as providing financial input to Contracting Officer’s Representative spreadsheets, Procurement Requests (PRs), and briefings.

  4. Monitor execution by appropriation and performer and prepare analyses and reports to financial and program managers, including identifying potential cost overruns and recommending prospective program trade-offs to fund overruns.

  5. Develop spreadsheets, and routine program financial analyses; maintain routine financial databases, and generate reports and documentation as directed.

  6. Review and develop life cycle cost estimates (LCCE) for design and development of new capability as well as future block technology insertions; conduct risk and uncertainty analysis to provide leadership with the ability to make risk-informed decisions; support “what-if” drills, analysis of alternatives (AoA), cost-benefit analysis (CBA) and other cost excursions as required.

  7. Perform other program management tasks as directed by the customer.

Position requires interface with program management, business and financial management, acquisition, and engineering personnel in the personnel in the Program Office and at Navy field activities and other contractors as well as financial analysts in the Naval Sea Systems Command Comptroller’s office.

Minimum Requirements

  • Bachelor’s degree in Business/Finance or related job field and at least five years of job-related experience. Two years of job-related experience may be substituted for each year of college.

  • Knowledge of the Planning, Programming, Budgeting and Execution i(PPBE) process as well as Navy budgeting/financial policies and procedures.

  • Knowledge and experience in cost estimating techniques.

  • Proficiency in Microsoft Office products

  • American citizenship

  • An active Government Security Clearance at the SECRET level.

Preferred Qualifications

  • Experience in use of the Navy Enterprise Resource Planning (ERP) web-hosted tool is a plus.
