Job Description
AECOM is seeking an experienced Construction Program Manager to coordinate delivery of a continually evolving infrastructure and buildings program for the Georgia Ports Authority (GPA), one of the largest fastest growing ports in North America who is investing $1.9 billion in infrastructure projects. You will provide critical leadership and expertise within an ongoing multi-year program management on-call engineering contract, joining an established team of professionals. The position supports the Senior Program Manager to procure and manage construction projects developed by the engineering team in coordination with the client. The Construction Program Manager will be responsible for all GPA construction projects within the team’s portfolio, though some may be delegated to direct report junior staff. This position is responsible for oversight of construction budgets including review of all contractors pay applications, evaluation of claims and change-orders as well as their negotiation.
You will represent AECOM and GPA interfacing with GPA staff, tenants, contractors, and external agencies to deliver projects from procurement through commissioning. To be successful you must develop a broad view of program objectives, GPA terminal operations and organizational processes, and balance five performance domains: safety, quality, flexibility in execution, rigorous pursuit of delivering the best value for the client, and maintenance of long-term partnerships.
The position will reside on-site at the Savannah client’s Construction Management Office.
Responsibilities include:
Oversees and ensures all facets of the project are constructed in accordance with design, budget and schedule supported by assistant construction project managers and engineering team and subcontractors.
Provides overall management administration enforcing client/company policies and supervision of construction activities as they relate to contract administration and management of scope, schedule, budget, quality, safety, and change management.
Work directly with client staff and contracting partners, developing strong relationships with external and internal partners.
Manage all phases construction project procurement: advertisement, pre-bid, question and answer, bid opening, bid compliance verification, bid review, negotiation, recommendation of award, contract preparation, contract execution.
Administer the project from the pre-construction budgeting/schedule stage through procurement, shop drawing/coordination development, construction, space turnover and contract closeout.
Coordinate and chair meetings with the project team to facilitate project success (including but not limited to site visits, Owner’s progress meetings, design/construction troubleshooting sessions, and agency/stakeholder coordination).
Prepare deliverables to assist Owner acceptance of work in-place, including construction progress reports, progress meeting minutes, construction cost estimates, construction schedule analyses, and closeout reporting.
Maintain and enhance a culture of safe work performance.
Applies intensive and diversified knowledge of construction principles and practices in broad areas of assignments and related fields. Makes decisions independently pursuing the best value for the client. And consults with the engineering team on technical problems and methods.
Qualifications
Minimum:
BA/BS in Construction Management or Civil Engineering or related field
Eight (8) years of experience managing infrastructure projects or related experience or demonstrated equivalency of experience and/or education
A valid US Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review.
Current holder of, or have no restrictions to obtain, Transportation Worker Identification Credential (TWIC)
Preferred:
Professional Engineer License – Civil
Experience managing complex partnerships
Experience executing construction management judgment in anticipating and solving both routine and unusual construction problems, determining program objectives and requirements, organizing programs and projects tracking numerous and simultaneous issues, and developing standards.
Demonstrated experience managing construction safety records and a commitment to enhancing office safety culture.
Experience developing client communications and relationships including Owner, Contractor, and Stakeholders
Experience managing multiple concurrent projects at various stages of construction
Experience managing and developing entry-level staff.

Offered compensation will be based on location and individual qualifications. The expected range is $130,000.00 - $150,000.00.
