Job Description

AECOM is actively seeking a highly motivated Biologist II - Lead Environmental Inspector for immediate employment with AECOM’s southern California Natural Resources Group in the San Diego, CA office.

The primary focus of this role is as a Lead Environmental Inspector, monitoring environmental compliance for construction projects throughout the San Diego region. This position would also support numerous natural resource projects throughout southern California, preparing technical reports, Biological Assessments, sections of NEPA and CEQA documents, Habitat Conservation Plans, and other permitting support. A strong background in wildlife biology and/or botany with knowledge of Southern California species is desired. Primary duties include providing oversight of construction to ensure environmental compliance and preparing required reports and documentation. Other duties may include being a primary author on complex technical documents for large-scale projects, analyzing historical studies and data, synthesizing compiled datasets, collaborating with a large team of technical experts, and providing project management support.

The responsibilities of this position include, but are not limited to, those listed below:

  • Conduct writing assignments, including completing Daily Monitoring Reports, Pre-activity Survey Reports, Habitat Conservation Plans, Biological Technical Reports, Mitigation and Monitoring Plans, Natural Environment Studies, Biological Assessments, and/or EIR/EIS sections.

  • Possess knowledge of major state and federal agencies (e.g., USACE, USFWS, BLM, CDFW, RWQCB, and CCC) and major regulatory frameworks (e.g., NEPA, CEQA, ESA, CESA, CFGC, CWA and CCA as well as knowledge of regional conservation planning (i.e., MSCP, MHCP, MSHCP) and apply to assigned tasks.

  • Perform construction monitoring for sensitive natural resources, including providing direct communication to construction crews regarding compliance and environmental constraints.

  • Support proposal efforts.

  • Work under supervision of senior project managers or senior-level team members.

  • Ability to independently manage projects or tasks and/or oversee project teams.

  • Utilize electronic data collection methods and manage data.

  • Ensure assigned tasks stay on schedule and budget.

  • Conduct monitoring and survey fieldwork as part of a team and alone in coastal, inland, and desert environments, which can include rugged terrain.

Qualifications

Minimum Qualifications:

  • Bachelor’s Degree in related field (biology, ecology, etc.).

  • 2 years of relevant experience or demonstrated equivalency of experience and/or education with flora and fauna in California and Southwest U.S.

  • Occasional out of town travel is required.

  • Valid driver license required and must be able to independently drive to job sites.

Preferred Qualifications:

  • Prior consulting experience preferred, particularly with southern California utilities clients, but non-consultant candidates with relevant experience will be considered.

  • Project Management experience.

  • Strong technical writing skills on environmental technical documents supporting project coverage under the ESA, CESA, CWA, NEPA, CEQA, etc.

  • Strong organizational skills and proactive communicator.

  • Familiarity with regulatory and permitting requirements under the federal Endangered Species Act, California Endangered Species Act, NEPA, CEQA, and the Clean Water Act.

  • Knowledge of southern California wildlife and plant species.

  • Familiarity with mitigation, monitoring, and reporting programs.

  • Strong communications skills and ability to clearly communicate with construction crews, field staff, and clients.

  • Experience with electronic data collection.

  • Proficiency in Microsoft Office: Word, Excel, and PowerPoint.

  • Familiarity with environmental planning documents and conventions specific to southern California utilities, agencies, and jurisdictions.

  • Applied experience drafting complex and detailed technical environmental reports that include analysis of sensitive vegetation and biological resources in support of habitat conservation plans.

  • Data management, including electronic data collection in field, managing large data sets, programming, and/or web development.

Offered compensation will be based on location and individual qualifications. The expected range is $70,000.00 - $85,000.00.
