Job Description

AECOM (NYSE: ACM) is a leading provider of engineering, construction and technical services for public agencies and private sector companies around the world. One of the company's specialty areas is providing transportation planning and finance services for the toll road industry.

AECOM is recruiting for a Finance and Toll Studies Group Manager to provide professional services and consulting for Florida's Turnpike Enterprise in Ocoee, Florida. The Group Manager will be an integral part of the Turnpike’s Finance group working with a team of accountants, engineers, planners, analysts, graphic designers, and GIS staff. This position is responsible for the delivery of annual financial reports, traffic and revenue reporting, traffic and revenue forecasts, and revenue analyses, as well as the establishment of internal controls and general finance support to the client. The candidate will lead a team of professionals and oversee diverse Turnpike projects and studies, offering expertise in finance, concessions management, subcontractor administration, vendor compliance, business development, project feasibility, and traffic & revenue studies.

We are searching for a self-starter to plan, organize, and implement complex, multidisciplinary finance assignments. The candidate will oversee multiple assignments simultaneously and manage a variety of project tasks, including outside consultant specialists. The Finance and Toll Studies Group Manager will effectively lead assignments, optimizing staff skills and resources while making thoughtful adaptations and modifications.

Job Description

  • Oversees finance projects, managing outside consultant specialists, and traffic and revenue studies

  • Develops work scopes, schedules, and budgets for finance planning projects;

  • Organizes and performs finance planning project studies on schedule and within budget

  • Oversees project study contributions of multi-disciplinary specialists in finance, concessions management, business development, traffic engineering/planning, travel demand modeling, geographic information systems, and financial analysis, among others

  • Leads preparation of annual financial reports

  • Prepares traffic and revenue forecasts for the statewide toll road system

  • Prepares traffic and revenue forecasts for toll road expansion projects

  • Prepares Turnpike System Traffic and Earnings Reports for revenue bond sales

  • Provides supervision and guidance to a multi-disciplined team

  • Leads preparation of documentation for projects managed, including Technical Memoranda, Project Feasibility Reports, Traffic & Revenue Study Reports

  • Leads preparation and presentation of briefings of transportation and finance project study results for clients, stakeholders, and other interested parties

  • Routinely summarizes transportation and finance project study progress reports for clients

  • Prepares reports, recommendations, assessments, and impact statements on finance and transportation planning projects

  • Evaluates finance and transportation-related consequences of federal and state legislative proposals

  • Leads audit and review tasks of daily and monthly reconciliations provided by revenue collection vendor

  • Develop analytical tools to track and interpret business metrics and analyze large data sets

  • Establish and execute client controls over revenue collection

  • Plan and direct audits of revenue collection operations

  • Present complex financial information to the client senior financial team

  • Work with vendors to improve financial processes and systems, conduct needs assessments

Qualifications

Minimum:

  • Bachelor’s degree in finance, accounting, engineering, planning or a related field

  • 10 years of relevant accounting, financial, or forecasting experience or demonstrated equivalency of experience and/or education, including 2 years of leadership

  • Experience managing a team of professionals

Preferred

  • Transportation industry experience

  • Active CPA license

  • GAAP and Sarbanes-Oxley regulations experience and business interpretation analysis

  • Audit or internal controls experience

Offered compensation will be based on location and individual qualifications. The expected range is $150,000.00 - $195,000.00.
