Job Summary

  • Works under minimal supervision.

  • Directs, manages and evaluates the activities, responsibilities and personnel in an area of planning.

  • Exercises considerable latitude in determining assignment objectives.

  • Work is reviewed through consultation and agreement.

Minimum Requirements

  • Master’s degree in Transportation Engineering, Planning, Urban Planning or related field; or equivalent combination of education and experience.

  • BA/BS and 12 or more years of relevant professional experience or demonstrated equivalency of experience and or education including 4 years of leadership.

  • Advanced knowledge of the philosophies, principals, practices and techniques of planning.

  • Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers.

  • Creative problem-solving skills to gather relevant information to solve less well-defined planning problems.

  • Ability to work on several projects or issues simultaneously.

  • Experience in managing and preparing NEPA/CEQA documentation for complex transportation projects including bus, rail, highway and active transportation facilities.

  • Experience with budgeting and project management procedures for projects over $1M in contract value.

  • Ability to provide effective supervision and staff management.

  • Proficient in the Microsoft Office suite (Word, Excel, and PowerPoint)

  • Exceptional verbal and written communication skills.

  • Excellent organizational skills, including the ability to complete varied work tasks on schedule.

  • A desire to think creatively. Must possess a valid driver's license.

Preferred Qualifications

  • Knowledge of research and statistical methods

  • Data collection, analysis, and presentation experience

  • Networking and relationship building experience

  • Proficient in GIS data development, analysis and programming with InDesign, Adobe Acrobat and other graphics tools to prepare maps, infographics, exhibits and charts.

  • Experience with transit operations

  • Bilingual in Spanish and English
