Job Summary

Perform contract administration of Company Prime Contracts and Subcontracts. Perform subcontract administration, procurement, and pricing functions during pre-award, award, and post-award phases of the procurement process. This includes correspondence, negotiations, subcontract formation, contract close-out, file maintenance, and interaction with multiple technical contract managers and external customers. Research, analyze, coordinate, develop and maintain documentation. Primary duties include:

Provide Contract Administration “subject matter knowledge” to Bid and Proposal teams regarding solicitation evaluation, terms and conditions and risk related recommendations, performance requirements, delivery schedules, and Contract Data Report Lists (CDRLs). Contribute to writing assignments for contract documentation or past performance volume(s).

Prepare team member (Subcontractors) Request for Proposals, obtain and evaluate pricing, and prepare supporting pricing justification for proposal team.

Prepare proposals for new and existing Prime Contracts and Subcontracts that vary from $10K to $5M.

Participate in negotiations regarding existing and proposed prime contracts and prepares a variety of supporting documentation for award.

Administer Prime Contracts that vary from $100K to $20M authorized commitment per year.

Monitor Prime Contract effort by preparing and issuing cost reports, status reports, modifications, CSSR/CSFR, Estimate to Complete Reports, and other Government reports required per Federal Acquisition Regulations (FAR) flow downs.

Maintain oversight to identify, investigate, and resolve contractual issues.

Review final vouchers, final rates and contract payment in concert with agencies/customers.

Independently negotiate various types of contracts or subcontracts with a cost value up to $3M (fixed price) and $5M (cost type), and obtain signature approval for contracts that exceed signature authority.

Develop negotiating strategies, fee analysis techniques, and other risk assessment prior to recommendation of contract award.

Maintain electronic prime contract file documentation which is compliant with URS Procurement and Contract Procedures for pre-award, award, post-award, proposals, invoicing, modifications, claims and closeout of contracts. Maintain subcontracts file documentation including preparation of price analysis, negotiation memorandum, contract type justification, public law validation for pricing and cost accounting standards, and other required file documentation.

Review subcontracts invoices, issue releases against Task Order Agreements, and provide approval to Finance for releases and payment of invoices.

Review and provide recommendations/exceptions to statements of work, nondisclosure agreements (NDAs), Teaming Agreements (TAs), and various legal documents to support Strategic Business Unit (SBU).

Maintain copies of the NDAs and TAs related to the terms and conditions, and ensures closure of the documents as required.

Maintains all associated data bases to include input, report generation, analysis and preparation of data for presentation using computer graphics.

Functions as a liaison with customers, auditors, ACOs, PCOs, intra and inter-Company departments..

Provide other support as directed by the SBU and Contract and Finance Management.

Minimum Requirements

Bachelor’s Degree in Business Administration or related discipline and 7 years of contract/subcontract administration experience. Possess a working knowledge of contract types, such as cost plus fixed fee, award/incentive fee, fixed price, and time and material. Possess knowledge of Service Contract Act, Collective Bargaining Agreements, Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) clauses and special contract provisions. Possess working knowledge of Accounting functions to include: accounts payable, accounts receivable, payroll, and purchasing. Must have demonstrated knowledge of accounting software programs, computer and software programs, including Microsoft excel, word and power point. Must qualify for and maintain a government security clearance and possess a valid State issued driver’s license

Preferred Qualifications

Experience in the use of Deltek Costpoint

Active DoD TS clearance
