AECOM International is seeking a Senior Communications and Outreach Specialist to support the 5-year USAID/Afghanistan Strengthening Watershed and Irrigation management (SWIM) project. SWIM aims to support sustainable, agriculture-led economic growth for the Government of the Islamic Republic of Afghanistan (GIRoA) by increasing the sustainable and productive use of water livelihoods, and strengthening water resource management. The project focuses on three components: (1) increase productive and sustainable use of water in agriculture; (2) strengthen the water regulatory framework; and (3) strengthen capacity of local entities to manage water resources. Activities will include supporting farmers and farm communities to manage their water and on-farm resources; building capacity of the GIRoA to manage water resources; and assisting USAID’s Regional Agriculture Development Programs (RADPs) to increase agricultural water productivity.
The primary responsibility of the Senior Communications and Outreach Specialist is to assist with the preparation and coordination of quality and timely communications and reporting products and key deliverables (e.g. annual reports, work plans, M&E reports, etc.), and outreach materials (e.g. presentations, fact sheets, success stories, knowledge tools, etc.). Under guidance from the project Chief of Party (COP), s/he will be responsible for preparing routine reports as well as responding to requests from USAID and various stakeholders for communications and reporting information. The Specialist will coordinate inputs from management and technical personnel and prepare final deliverables. This position will also facilitate knowledge sharing between internal and external audiences to promote an enhanced understanding of SWIM activities and outcomes.
Duties and Responsibilities:
Responsibilities include, but are not limited to the following:
Oversee preparation and finalization of all required SWIM deliverables and communications products
Work with the COP, Deputy COP, Technical Component Leads and M&E Lead to prepare Quarterly Progress Reports, Annual Reports, M&E Plans, and Annual Work Plans.
Prepare success stories and other communications products highlighting project activities and outcomes.
Review and edit the final M&E and Baseline reports as well as subcontractor reports and deliverables.
Prepare activity-based materials and tools for SWIM activities as well as presentation materials/fact sheets.
Promote collaborative tools to facilitate sharing of ideas and work among departments and project staff.
Coordinate and provide technical support to other program staff on effective reporting preparation, as requested.
Ensure quality reporting and communications per USAID branding and marking requirements
Advanced degree in communications, journalism, international development, public policy or related field.
(5-10) years of relevant experience working with international development programs, including USAID projects, and other government and private-sector institutions.
Knowledge of USAID branding regulations and report writing experience.
Ability to work well in a team environment, including project staff, project stakeholders, USAID and other partner organizations.
Excellent communications and interpersonal skills
Experience working on donor project in Afghanistan.
Fluency in English
