Job Description
Role Summary:
Provide leadership and direction to the Contracts Management and Commercial Management Teams;
The Contracts/Commercial Management function includes the oversight of the contract/commercial deliverable requirements of the General Engineering Consultants (GECs) and Contractors, agreeing associated strategies, standards, procurement solutions and monitoring compliance by both the GEC’s and Contractors of their contract requirements;
Will work in association with all programme systems, covering the entire life cycle of project delivery, including project planning, design, tender, construction, maintenance, and handing over.
Responsibilities:
Leadership for overall compliance of the processes and procedures necessary to deliver the Road Projects Department, identifying issues impacting compliance with successful delivery, and assisting in successful issue resolution;
Highlight and address issues that could potentially impact successful programme/project delivery are brought to the attention of the Head of Section;
Oversight of GEC cost estimates and methods to review proposals for budget constraints and compliance;
Oversight of current cost estimates and cash flow projections;
Oversight of cost estimates with the budgets for each project and the Master Budget;
Delivery of comprehensive reports, commercial and operational to the PWA;
Provide oversight and advice on contractual correspondence;
Provide oversight and advice on claims;
Provide oversight and advice on site instructions;
Provide oversight and advice on extensions of time;
Provide oversight and advice on payments;
Provide oversight and advice on GEC changes and Claims;
Provide oversight and advice on correspondence to the Tenders and Auctions Committees;
Provide direction and guidance on procurement strategies;
Manage the Tender process from issue to award;
Provide advice in Staff Recruitment;
Provide advice in Staff Training;
Provide Contract and Commercial advice and guidance;
Mentor staff;
Provide Regional and Global expertise to assist Client’s requirements;
Other duties as assigned.
Qualifications
Collaboratively work with the Public Works Authority (PWA) counterparts to provide advice on compliance and agreement on matters in dispute;
Collaboratively work with PWA in providing advice and support on commercial and contract issues;
Interacts with the Corporate Regional and Global Offices to support PWA specific needs and to implement best international practices. As well as coordinating with Tender Committees and PWA departments inter alia, Engineering Service Department, Finance and Legal Department.
