AECOM Construction Manager (OCONUS – Middle East) in Chelmsford, Massachusetts

AECOM is looking for a creative and highly motivated Construction Manager to be part of a team to support a large water/wastewater engineering services, tendering services, and construction management project in the Middle East. This team will provide the technical capacity to carry out engineering assessments, studies, designs, and construction management in the wastewater and environment sectors. This project will include several water and wastewater tasks. This position is contingent upon award of contract. The program has an expected duration of five years. This position is located in the Middle East.
This position will be responsible for, but not limited to, the following:
Establish and implement CM procedures for implementation across the entire program
Manage resident representatives (on site) and multi-disciplinary support teams (submittal reviews, RFI response, payment application processing, etc.)
Oversee staff monitoring project schedules
Coordinate local CM services teams and AECOM US-based CM support teams
Lead/participate in site progress meetings
Prepare periodic reports on construction progress, challenges, risk and risk mitigation issues, safety performance, etc. – for all contracts in construction management portfolio
Assist with capacity building for construction services staff as a key factor in the sustainability of the program
Provide technical support to local design teams during design stage – e.g., constructability reviews
Assist with training and mentoring of local staff
Other duties as assigned
Bachelor’s degree in engineering or construction management
10+ years of relevant experience in construction management (preferably with water/wastewater projects)
Registration as Professional Engineer (P.E) or equivalent registration
Experience with Primavera, MS Project or similar scheduling software
Experience with Prolog (or similar) construction management software
Previous experience working overseas to support U.S. government agency projects
Fluency in the English language
Strong and professional communication skills, both spoken and written
Ability to work and live overseas to support project
Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance
U.S. citizenship strongly preferred
Previous experience living and working in the Middle East
Previous experience in support of USAID programs in the region
