Operations Manager- RPAT . Directs and leads subordinates on the day-to-day operations and ensures daily assignments are carried out in a responsive timely manner. Assists in developing and implementing standard operating procedures, work instructions, and training plans. Plans the strategic direction of the directorate, aligning it with the overall business plan and strategy of the company. Guides Safety Manager and Environmental Manager in implementing HSE policies, procedures and systems to provide for a safe work environment and meet all requirements of the Performance Work Statement (PWS). Provides guidance and direction for the HSE department. Maintains up-to-date information and knowledge on new developments in the areas of HSE and Training. Seeks out best practices within the industry and internationally to ensure continuous improvement within the organization. Ensures the maintenance of relevant files and records. Implements a program of education to employees, contractors and the US Army. Coordinates with Army Safety so that the standards are in-line with US Army Procedures and Regulations. Ensures compliance with applicable federal and local laws, regulations, and standards including but not limited to DOD, DOSI, OSHA, FAA, ISO, and ANSI. Ensures that requirements of the contract related to HSE Training are met. Prepares and publishes project level directives for planning and execution of diverse activities for a large maintenance and operational support contract involving equipment maintenance for DOD clients. Interfaces with the US Military and Future Operations as well as other contractor elements to ensure smooth operations and compliance with government directives, standards, and needs of the USG. Supervises the preparation of periodic operational reports to the Government, corporate offices, and others as designated by the PM/DPM (Pending Actions, CDRL 1, etc.). Participates in periodic teleconferences with corporate, Rock Island Contracting Center, and others as required. Implements a quality control program that monitors and reports on compliance with POPs, SOPs, program and project directives, work instructions performance metrics and customer feedback. Responsible for establishing and maintaining departmental files IAW governing regulation. Develop budget and future proposal requirements based on the prescribed Performance Work Statement. Develops PowerPoint presentations for DOD clients and company meetings. Processes and stores IAW Army Regulations classified and sensitive documents. Responsible for scheduling leaves, maintaining time and attendance records, maintaining equipment schedules and logs, counseling employees, and making recommendations on appraisals, promotions, awards and disciplinary actions. Accountable for all government and company property that is required, received, stored, and used. Provide orientation and training to assigned staff members. Performs other duties as assigned.

Minimum Requirements

  • Active Secret / Tier 3,

  • Valid Driver’s license required.

  • Must be Safety Trained Supervisor (STS) certified or obtained within 90 days after arrival in country.

  • High School diploma or equivalent required.

  • Bachelor’s degree preferred.

  • 6 years of experience in Transportation Management and Retrograde Systems required.

  • 1 – 3 years supervisory experience required.

  • Successful completion of a four (4) year degree can be substituted for two (2) years of experience; eight (8) years of experience can be substituted for a bachelor's degree, if required.

  • Must be able to obtain a Security clearance prior to start date.

  • Must have demonstrated leadership and management skills, including a professional demeanor.

  • Must be able to work effectively with all levels of employees, including senior, middle and supervisory levels of management.

  • Must have strong interpersonal and negotiation skills.

  • Must have a collaborative work style, fostering cooperation and teamwork.

  • Must be able to exercise discretion and good judgment, with an ability to understand the effect of decisions overall in the company.

  • Must be able to handle confidential company and employee information with complete discretion.

  • Must be able to prioritize responsibilities in order to handle a demanding workload.

  • Must have strong analytical skills, including the ability to extract, compile and analyze data.

  • Must be able to prepare and deliver PowerPoint presentations.

  • Must be proficient in Word, Excel, Outlook, and related applications.

  • Must be detail oriented with a high degree of accuracy.

  • Work Environment and Physical Demands.

  • Ability to perform job duties efficiently and effectively during a 77 hour work week.

  • Must be able to lift 25 lbs. continuously, 50 intermittently.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

  • Bachelor’s Degree preferred

  • CSP or equivalent preferred
