Job Summary

The PMCM Division of AECOM seeks a qualified structural engineer to support the U.S. Army Corps of Engineers (USACE) in support of the VA Resident Office located in Tampa, Florida. The structural engineer will provide Quality Assurance, Technical Support and Contract Administration Services associated with the New Bed Tower located at the James A. Haley Veterans Hospital in Tampa, Florida. The engineer will be assigned to the AECOM Atlanta office but work from and under the supervision of the USACE Tampa Resident Office.

Note that this work may require frequent and recurring construction inspections, which includes walking, climbing, stooping and bending at various elevations and uneven terrain.

The PMCM Division of AECOM seeks a qualified structural engineer to support the U.S. Army Corps of Engineers (USACE) in support of the VA Resident Office located in Tampa, Florida. The structural engineer will provide Quality Assurance, Technical Support and Contract Administration Services associated with the New Bed Tower located at the James A. Haley Veterans Hospital in Tampa, Florida. The engineer will be assigned to the AECOM Atlanta office but work from and under the supervision of the USACE Tampa Resident Office.

Note that this work may require frequent and recurring construction inspections, which includes walking, climbing, stooping and bending at various elevations and uneven terrain.

DUTIES INCLUDE:

  • Review the Design-Build contractor’s plans and specifications for RFP compliance, constructability, and technical correctness

  • Monitor the progress of the various technical disciplines to assure timeliness and to prevent impact on other features of work

  • Through daily field inspection, verify that the various technical disciplines are being installed according to the accepted plans, specifications, and good engineering and construction practices

  • Review and provide daily written comments all Design-Build contractor’s construction submittals, including technical submittals, materials list, test procedures, ICRA plans, etc

  • Coordinate with USACE, agency, occupants, and Design-Build contractor’s personnel so that the various technical disciplines are installed with minimum disruption to installation personnel or to the D-B contractor’s schedule. The contractor’s staff shall support occasional work after normal duty hours

  • Participate in and provide technical advice in design and construction planning review conferences with the Design-Build contractor’s design and construction team

  • Review and evaluate the Design-Build contractor’s records of work accomplished and materials used

  • Provide technical interpretations of plans and specifications, and provide determination on whether methods and materials employed meet the requirements of contract

  • Provide information on the Design-Build contractor’s daily activities, and assist in producing the Government’s Daily Quality Assurance Reports. Provide construction photographs documenting progress and problem areas

  • Provide oversight of the Design-Build contractor’s Quality Control program to ensure compliance with contract requirements and standards. Include evaluation of level of inspection, testing procedures and results, documentation of deficiency correction, etc. in accordance with the USACE 3-Phase inspection program

  • Review the Design-Build contractor’s as-built drawings at least monthly and provide comments on completeness and accuracy

  • Provide construction photographs as required to document progress and problem areas

  • Attend and provide notes from the Design-Build contractor's major project meetings

  • Participate in tests, demonstrations, and field instructions with the appropriate personnel

  • Confer with the appropriate team members to resolve problems relating to construction and installation of the various technical disciplines and systems. Use practical experience and sound construction judgment to provide input and recommendations

  • Perform daily review of construction for compliance with health and safety requirements as established by OSHA, EPA and US Army Corps of Engineers Safety and Health Requirement Manual (EM 385 1-1). Note that the Design-Build contractor is responsible for site safety, site security, and controlling access onto the site. This contract IS NOT responsible for job safety and security, but is responsible for ensuring that its employees are knowledgeable of the safety and security requirements, specific hazards associated with this project, and for noting any deficiencies they find to the appropriate Corps of Engineers representatives. This contract is also responsible for providing its employees with proper personal safety items (hardhats, proper footwear, ear protection eye protection, fall protection, etc.)

  • Review the Design-Build contractor’s requests for utility interruptions/outages, excavation permits, hot work, and utility work permits; check on-site hauling and delivery route patterns

  • Participate in and provide notes from all prefinal and final inspections

  • Assist USACE by investigating the need for change orders. Provide draft Statements of Work for Change Order Requests for Proposal

  • Review and provide input on contractor proposals, noting field conditions and impact of changes

  • Review the Design-Build contractor’s updated plans and specifications for modifications, clarifications, and significant as-built notations

  • Review the Design-Build contractor’s project status and progress payment requests, and submit written comments on monthly progress schedules and payment requests

  • Review and provide written comments on the accuracy of construction contractor’s requests for payment

  • Notify USACE of any potential claims or disputes and any potential disputed interpretations of contract documents

  • Prepare supporting documents for Independent Government Estimates

  • Participate in monthly schedule review meetings as required

Minimum Requirements

  • Bachelors degree in related field of study

  • Minimum of 5 years of experience in the field of expertise

  • Personnel providing these services shall be experienced in building structural systems, including augur cast piles, erection of structural steel and precast concrete panels, and structural concrete systems

  • Personnel shall be experienced with USACE's 3-Phase QC/Inspection process and EM 385-1-1.Ability to express ideas clearly and concisely with written and verbal communication. Must be a good communicator

  • Must possess the ability to work alone without supervision and possess highly developed problems solving skills

  • Possess highly developed skills with Microsoft Office (Word, Excel, PowerPoint)

  • ASHE training/certification

  • Valid Driver’s License

  • Due to the nature of this position, US Citizenship is required

Preferred Qualifications

  • Professional Engineer licensure

  • Previous VA experience
